Chang Yong Rhee

Chang Yong Rhee, nonresident senior fellow at the Peterson Institute for International Economics since August 2026, is distinguished professor of economics at Seoul National University. He has published widely in the fields of macroeconomics, financial economics, monetary policy, and the Korean economy.  Previously he was governor of the Bank of Korea and chairman of its Monetary Policy Board (2022–26). He also served as the chair of the committee on the global financial system (2023–26) and as a member of the board of directors at the Bank for International Settlements (2022–26).

Prior to joining the Bank of Korea, he was director of the Asia and Pacific department at the International Monetary Fund (2014–22); chief economist of the ADB (2011–14); secretary general and sherpa of the presidential committee for the 2010 G20 Seoul Summit (2009–11) in Korea; vice chairman of the Financial Services Commission (2008–09); professor, associate professor, and assistant professor of economics at Seoul National University (1994-2008); and assistant professor at University of Rochester (1989–94).

He received a PhD in economics from Harvard University in 1989.
