Washington, DC—The Peterson Institute for International Economics (PIIE) announced that Chang Yong Rhee, former governor of the Bank of Korea, has joined PIIE as a nonresident senior fellow, bringing more than three decades of experience in central banking, international economic policy, and academic research.
"Few, even senior, officials have seen the global financial system from as many angles as Chang Yong has—as governor of the Bank of Korea, at the Asian Development Bank and the International Monetary Fund, and as chair of the BIS Committee on the Global Financial System. Personally, I have had the privilege of working with him since he was Korea's G20 sherpa during the global financial crisis in 2010. He's one of the most respected voices in global macroeconomics and in Asian policymaking today, and we're delighted to welcome him to the Peterson Institute," said PIIE president Adam S. Posen.
Rhee served as governor of the Bank of Korea and chairman of its Monetary Policy Board from 2022 to 2026. During his tenure he also served as chair of the Bank for International Settlements (BIS) Committee on the Global Financial System (2023–2026) and as a member of the BIS Board of Directors (2022–2026).
Before joining the Bank of Korea, Rhee was director of the Asia and Pacific Department at the International Monetary Fund (2014–2022) and chief economist of the Asian Development Bank (2011–2014). He also served as secretary general and sherpa of the Presidential Committee for the 2010 G20 Seoul Summit (2009–2011) and as vice chairman of Korea's Financial Services Commission (2008–2009).

Rhee is also a distinguished professor at Seoul National University, where he spent much of his academic career as an assistant, associate, and full professor of economics (1994–2008) and previously taught as an assistant professor at the University of Rochester (1989–1994). His research has spanned macroeconomics, financial economics, and the Korean economy. He received a PhD in economics from Harvard University in 1989.
