In a recent interview with the AP, North Korean Foreign Minister Ri Su Yong made an offer that Pyongyang also made in January 2015: “stop the nuclear war exercises in the Korean Peninsula, then we should also cease our nuclear tests [sic].” At NKNews, I analyze why this offer is a non-starter but how other proposals—including for peace regime negotiations—might force the US to rethink its approach. As always, the key question is whether North Korea has any interest in negotiations over its nuclear weapons program: the answer to date is pretty clearly “no.”
