Good fences make good neighbors

Rumor has it that the Chinese leadership has become spooked by the possibility of famine, collapse, and an influx of refugees, and preparations for moving PLA troops into North Korea, presumably to establish a cordon sanitaire, in this eventuality are intensifying. In the meantime, according to Britain’s Daily Telegraph China is erecting a formidable new fence near Dandong. Would be curious if similar fence construction is underway further east where the Tumen River forms a more easily crossable border.
