Global trade flows fell 5.3 percent in 2020, despite bouncing back to pre-pandemic levels by November. A full recovery is expected in 2021, but it will be subdued and subject to uncertainty and downside risks. With new trade leadership in the United States and at the World Trade Organization, and a new European Union trade policy, can increased trade cooperation be expected? What needs to happen?
