Several weeks ago while in Washington, I sat down with KEI senior director Troy Stangarone to talk about the new UN sanctions on their podcast. As before, these are being called the "strongest ever," and I agree in principle. But Chinese credibility with respect to sanctions enforcement was damaged by the weak implementation of UNSC 2270. The discussion ranged not only over the new resolution but on what it means for sanctions to “work,” the new push toward secondary sanctions and the complications raised by political change in both South Korea and the United States.
