On 30-31 October of last year, Marcus Noland and other experts testified before the UN’s Commission of Inquiry on Human Rights in the Democratic People’s Republic of Korea on the right to food. This week, we have released a version of the testimony in essay form. It can be found here in .pdf.
The testimony contends that the North Korean leadership is deeply culpable in both causing and prolonging the deadly mass famine of the 1990’s, a disaster which claimed the lives of 3 to 5 percent of the population and whose effects linger to this day. It is also a compact historical account of the policy decisions that led to such an outcome, and a must-read for anyone interested in development, food security or human rights.
