In 1995, former Bank of England official Michael Taylor published an essay suggesting a division of labor between two separate financial supervisors, respectively focused on prudential and conduct-of-business matters, which he called “Twin Peaks.” In the meantime, that idea has been adopted by several jurisdictions including Australia, Belgium, the Netherlands, South Africa, and the United Kingdom.
