Can sanctions change a country's policy? The case of China and Russia

Date

Virtual Event
Cecilia Malmström (PIIE), Martin Chorzempa (PIIE) and Denis Redonnet (European Commission)

Event Summary

China has been one of the main targets of US sanctions for a while, hitting firms as well as research institutions. The European Union has no economic sanctions against China, only sanctions on grounds of human rights violations and cyberattacks, but has imposed tariffs on some imports from China and is conducting several ongoing anti-subsidies investigations. Both the US and Europe have imposed sanctions against Russia over its invasion of Ukraine.

What has driven the rise of US sanctions against China? What do they aim to achieve, and how has China responded? How has Russia responded to sanctions? Given the current tensions in the transatlantic relationship, is there scope for more targeted EU-US cooperation on China and Russia?
