A few weeks ago, Ben Wittes hosted me and Mira Rapp-Hooper, an adjunct senior fellow at the Center for a New American Security, for a conversation on the current state of play on the Korean Peninsula for Lawfare. The discussion came before the recent UN sanctions, but ranged widely over the strategic issues arising from North Korea’s growing nuclear and missile capabilities. These included the challenges to extended deterrence and the risks of miscalculation. I tended to be more sanguine about the underlying stability of the peninsula, but Mira closed with an important observation: that while Tillerson appears to have a relatively coherent strategy, there is significant risk from other parts of the administration and the President’s Tweets.
