Philip Turner has been at the Bank for International Settlements (BIS) since 1989, where he is the head of the secretariat group in the monetary and economics department, responsible for economics papers produced for central bank meetings at the BIS. His research interests include financial stability in emerging markets, banking systems, and bank restructuring in the developing world. He was a member of the Financial Stability Forum's Working Group on Capital Flows. Between 1976 and 1989, he held various positions, including head of division in the economics department of the Organization for Economic Cooperation and Development (OECD) in Paris. In 1985–86, he was a visiting scholar at the Bank of Japan's Institute for Monetary and Economic Studies.
